Users unable to login to Web Client with Smartlist Builder

After a GP upgrade to 2018R2, users are unable to login to the GP Web Client as the message 
SmartList Builder Will Be Disabled Until It Is Initialized By The System Administrator
However, the sa user is able to login without the error.  Smartlist Builder was successfully upgraded.  What is causing this ?
