Smart Connect Store Procs aren't being created

Trying to get the next invoice number via GP rolling column.
Pressing the system maintenance button doesn’t create the necessary stored procedures.  it worked in our test environment but not live.
Both the econnect and smartconnect sql accounts have dyngroup access, and i’ve even added serveradmin access just for laughs.
anyone have any ideas?
