Function to assign entity for import

We have a financial software that designate certain transactions by entity, our first segments of our account number string XX:  xx-aaaa-bbb-ccc-ddddd-ee.  We have several entities.  When an import is made, we have a field named “Facility ID” that is using a calculation:
return _ACCOUNT.Substring(0,2)
This function will look at the source file’s account field and assign the first 2 characters and return the FACILITY ID.
This issue with this function is that each import can change its facility ID depending on whats in the general journal.
I’m looking to assign a facility ID no matter what account is used. 
The problem I’ve comes across is:
1.  I”ve assigned a local constant for Facility ID:  00 or “00” or ’00’ and each errored
2.  Ive created a global constant for Facility ID:  00 or “00” or ’00” and each errored
3.  I’ve created a calculation field for Facility ID using formula:  return “00” or return ’00’ or return 00 and each errored
 
What is the best option to assign a facility ID no matter what account is used on the general journal for the import?
