Extender 2013 installed but can’t access feature

We recently upgraded our client from GP2010 to GP2013, but Extender was not included in the upgrade since the maint fee for extender thru Microsoft was not paid and the license thru Microsoft expired.  We have since obtained the registration keys for Extender for this client thru eOneSolutions and have installed Extender in GP2013.  We can see the product Extender listed, but we can not access the extender window in item maintenance.  Is there an additional step we missed, such as running extender maintenance or some type of upgrade process?

There is the registration, which I assume you did. 

There is also install and upgrade under the Tools, Extender,  Maintenance window.
