Endpoint listening error

I am getting the error ” There was no endpoint listening at net.pipe://localhost/Microsoft/Dynamics /GP/eConnect/EntityOperations that could accept the message.  This was caused by an incorrect address or soap action.  See Inner exception, if present, for more details.” 
This is usually a problem with the local service being stopped but this was not the case here.  I cannot identify the path in the error message.  Any suggestions on how to troubleshoot this?

On the Microsoft eConnect service, you need to check that the user password is correct as well. http://www.eonesolutions.com/discussion/how-to-resolve-no-endpoint-listening/

It definitely is an issue with the eConnect service not being properly set.
